Ross A. Leo

Mr. Leo has been in Information System for 35 years, and an Information Security professional for over 30 years. He has worked internationally as a Systems Analyst/Engineer, and as a Security and Privacy Consultant. His past employers include IBM, St. Luke’s Episcopal Hospital, Computer Sciences Corporation, and Rockwell International. A NASA contractor for 22 years, he was from 1998 to 2002, he was Director of Security Engineering and Chief Security Architect for Mission Control at the Johnson Space Center. From 2002 to 2006 Mr. Leo was the Director of Information Systems, and Chief Information Security Officer for the Managed Care Division of the University of Texas Medical Branch in Galveston, Texas.

He has trained and certified nearly 7500 professionals in Information Security and Privacy since 1998, and since 2004 Mr. Leo has been involved in the development and evolution of a standardized industry curriculum in HIPAA Compliance, and continues this vital work today. As a published author, his industry standard guide, “The HIPAA Program Reference Handbook”, was published in January 2005.

Mr. Leo has had many technical and operational successes through his career. A few examples include

o Successful accomplishment of a complete HIPAA compliance program for UTMB Galveston, Managed Care Division, including design, delivery and implementation of the institutional training program for compliance: including
o Initial training materials development and delivery (electronic self-paced and classroom);
o Policies, procedures and forms development for privacy and security program implementation
o Program testing and compliance verification operations
o Business Continuity and Disaster Recovery
o Successful HIPAA risk assessment and consulting engagements for over 12 years and 130 clients
o Planning and execution of corporate technical and non-technical compliance program plans for Healthcare, Bioengineering, Aerospace, and Academic organizations;
o Design, implementation and management of the world’s largest telemedicine network;
o Development, delivery and measurement of training programs, including
o Project Management
o Information Security and certification (System Certification, Risk Analysis)
o Change Control and Configuration Management
o Business Continuity and Disaster Recovery

Mr. Leo serves as a member of university advisory boards overseeing programs in the Information Assurance and Engineering areas; including Texas State Technical College, DeVry University, and Voorhees College. Mr. Leo is on the Adjunct Faculty of and serves as Associate Director of Professional Training and Development for the Cybersecurity Institute at the University of Houston-Clear Lake.

Mr. Leo is a Board Member of the National Board of Information Security Examiners (NBISE), The American Board for Homeland Security (ABCHS), and the American Board of Forensic Engineering and Technology (ABFET) for The American College of Forensic Examiners International, and chairs the American Board for Information Security and Forensics (ABISCF). Mr. Leo holds certifications from each of these organizations.

Mr. Leo attended Graduate School at the University of Houston, and Undergraduate school at Southern Illinois University. Born in Anaheim, California, Mr. Leo has lived in Texas since 1980.
